The Pilot boats carry local San Francisco Bay pilots to and from arriving and departing ships. Both vessels stay under way to help stabilize the transfer. This was taken while I was trolling for King salmon in the Precautionary Area which is like the hub of a gigantic wheel where ships transit from the open Pacific Ocean to the Bay.
